
Hamilton County Heroin Task Force & QRT-Retired
Thomas M. Fallon is the Executive Director of the Ohio Deflection Association and a retired Commander and founding member of the Hamilton County (Ohio) Heroin Task Force. He served as Commander of the Task Force from its inception in June 2015 through his retirement in December 2024.
Under his leadership, the Task Force investigated more than 1,900 opioid-related overdose deaths and over 100 non-fatal overdoses. The team was recognized with the Ohio Distinguished Law Enforcement Group Achievement Award by Attorney General Mike DeWine in 2016, and in 2019, was named Ohio Task Force of the Year by Ohio NARCO—an association serving Ohio’s law enforcement community.
Commander Fallon holds an A.S. in Criminal Justice from the University of Cincinnati.
In 2016, Fallon launched the first Quick Response Team (QRT) in Norwood, Ohio, and went on to lead the development of a countywide, multi-jurisdictional QRT across Hamilton County. In early 2021, he served as law enforcement lead and program coordinator for one of the largest QRT expansion efforts in the nation. He also acted as the law enforcement policy advisor for the Law Enforcement Assisted Diversion (LEAD) program in Hamilton County, supporting implementation across three jurisdictions.
Commander Fallon began his law enforcement career in 1989 with the Wilmington Police Department. In 1990, he joined the Norwood Police Department, where he would serve as Supervisor of the Criminal Investigation Section and Commander of the Norwood Drug Task Force. In response to a sharp rise in heroin overdoses in 2015, he co-founded the Hamilton County Heroin Task Force, focused on tracing overdoses and overdose deaths back to the source.
Due to fiscal constraints at Norwood PD, Fallon transitioned in 2017 to the Amberley Village Police Department, where he continued to serve as Task Force Commander and QRT Program Coordinator until his retirement.
A founding member of the Ohio Deflection Association, Fallon served as the organization’s Treasurer beginning in 2022. Following his retirement, he expressed interest in serving in a broader capacity. After a competitive selection process, he was named the Association’s first Executive Director in January 2025.
